Carson City, we have a problem. It’s a serious economic problem called the budget. It needs to be solved as quickly as possible. But you elected officials are clueless as to how to fix the crisis for one just reason. You have no experience at fixing major problems like this one.

You are afraid because you really do not know what to do or how to do it. As a result, you fall back to ideology and a comfort zone that ameliorates your fear.

These feelings and such are normal. It’s the deer in the headlight syndrome. You try to survive using what seems to have worked in the past. It’s called ‘the generals are always fighting the last war’ syndrome.
